Remove jQuery from the code diff expansion buttons (#29385) ...

- Removed all jQuery AJAX calls and replaced with htmx
- Tested the code diff expansion buttons functionality and it works as
before plus a loading indicator

# Demo using `htmx` instead of jQuery AJAX
